Between lattice and continent locks PS2 sees a lot more consistent fighting than before. Think of the locking currently in PS2 like PS1 Cave locks, though instead of a timer, they alternate based on either completing an Alert or capturing 94% territory. Once that happens the continent is locked to all empires unless the server population is too high, and the last locked continent opens up and resets to an even split of territory. If a continent is locked, it will give the winning empire a resource cost reduction on certain items until it's unlocked.
PS1 was different as in you could still get to locked continents through warp gate links to hack a linked base or drain one. Cont opening (gaining a foothold) and resecuring was a huge "metagame" for a lot of players, and this outfit, in PS1.
